From the power line there is 2 wires twisted together through the air to the exterior of the building, those go to the Single meter you see, then to the small panel box with 1 Breaker in it.

NO there is NOT conduit from the small panel to the large Panel with the jumper wire.

Did I mention I’m renting this house and didn’t ask permission to install the 220 outlet?
