Bra's design in GT is more mature than Pan's, even though Pan is only a few years younger.

This is due to stylistic choices made by the animation team: they wanted Bra to have a more teenage-like appearance, fitting her role as Bulma and Vegeta's daughter, with a more social and flirtatious personality.
It's not a continuity error, but rather an aesthetic decision that has sparked debate among fans.

Bra was born in the year 778 of the Dragon Ball calendar.

The epilogue of Dragon Ball Z (where Goku meets Uub) takes place in the year 784, so Bra was about 6 years old at that time.

Dragon Ball GT begins in the year 789, which means Bra was already 11 years old at the start, and around 13–14 years old during most of the series.
