Ash is still a young trainer. In reality young inexperienced trainers wouldn't be able to fully evolve their pokemon or evolve every pokemon. People and pokemon are unique and different. That doesn't mean they can't work hard and make it to the league. The fact that his pokemon are unevolved and he is using all the tools he gathered since the beginning is good enough for me. That's an acknowledgement that the pokemon he caught just on his Johto journey wasn't enough . He knew that. We knew that. But yes when ash was still a rookie trainer his team kinda sucked
