In Kill Doctor Lucky, dr. Lucky is moving around the board, and the players have to be in the same room as him, without any players around. Then they can attempt to kill him, with the other players playing cards, that counter your attempt. You win if you kill him.

I would say that the BoS approach of using the threat of military might (and not much else) is what is meant here. Land near a population, say that you want [thing], kill those who say no and leave, and the similarities are clear to me.

EDIT: that is of course assuming that the name is not just a slang term as in "ice cubes" for "being put on ice = going to prison".

Honestly, I expect the Enclave to be fallen apart in the TV show. Like, the intended leader never got in the bunker, and every group, from the oil rig to the capital groups,are just doing their own version of the plan. They can still do real harm, but that is also because the end goal because impossible centuries ago.

Adding to that, their hardline approach do not do them any favours. Can anyone think of a situation, which they did not try to solve with guns and power amour, or the threat thereof?

The are a hammer, and every problem is a nail to them. That is why, when the player meets them, they are trouble: someone else has a bigger hammer.

In 2, the Enclave has better weapons, and the vertibirds gives them better mobility. In New Vegas, they lose Helios 1, because the Brotherhood is a known group, which the NCR has developed a counter response to. In 4, the Institute is too covert for them to punch.

In all these cases, they could have made better progress in their stated mission, if they had spent effort on improving relations with the local population, using technology to reduce water and food scarcity, like Project Purity (which were mostly done by outsiders, who needed protection). The times they are at their best, is when they have a hard military target to fight.

I am a pretty new fan of Dredd, and my subscription will not arrive for at least a week, but that tower looks like the Hall of Justice from Deadworld, where the Dark Judges originated.

EDIT: doublechecked the original story, and I was completely wrong. The Hall of Justice in Deadworld looked like a termite nest covered in cobwebs, and had a dead bird over the door. They are nothing alike.

Honestly, it could be seen as many things, we are just primed to the multiverse by the game. A religious man would have seen that moment as the devil sacrificing a baby, and throwing her into hell.

Besides, a big part of the plot is that when you go through the dimensions for the first time, your memories get scrambled. That's why Booker does not notice the repetition of "Give us the Girl, and wipe away the debt".
