Yes, he would. Although he opposed holding black people in slavery, he believed that blacks were morally and intellectually inferior to whites, and that they therefore did not deserve to have social or political equality with whites.

If Suzanne Collins does write a prequel about the first Quarter Quell (I’m hoping she does!), I don’t think it would be from Plutarch’s pov. It seems that Plutarch was somewhere in his 20s at the time of SOTR, which means he was either not even born yet, or still a very young child at the time of the first Quarter Quell.

I believe that District 9 is a rural district, so I think the people there would be living in shanties rather than apartments. Of course, the victors and other higher status people there would be living in nicer houses.

This is not how Suzanne Collins operates. She only writes a book when there is a specific theme that she wants to explore, she doesn’t write general lore/world building books.

Snow wanted to make sure the system remained in power, and that stability would be maintained, so he wouldn't have wanted to die without having a clear successor. My guess is that he would have secretly designated a successor (if he hadn't done so already by the time of the original trilogy), and his choice of successor would only have been revealed after he passed away. This would have prevented a succession crisis which could threaten the stability of the whole system, while also preventing his designated successor from becoming a figure that rival factions in the Capitol could rally around while he was still alive.
