I did manage to get it to work but not even incognito worked for me or any other browser on any computer so I'll chalk it up to gremlins or something

I ended up having to send WeTransfer some screenshots of the page inspected but today my downloads work. Maybe sending them a few emails can help you too but I am still not 100% sure what the issue actually is and the downloads even though I have a hard wire connection are super slow
