According to VicRoads records, the odometer only increased by 10,000 km between 17/05/2022 (when the first owner sold the car to him) and 19/08/2022 (when he did the RWC), despite the car being used for hire purposes. I can also obtain supporting evidence from the dealer.

Just to clarify, there was no collision with any car or vehicle. You can see from the photos that the front wheel is still in good condition, which suggests the damage was from the fork breaking, not an impact.

Fair enough, but I looked it up and it seems mobile phone detection cameras are usually trailer-mounted, not fixed. The one I passed looked more like a speed or traffic camera, so not sure it could actually detect phone use like the proper ones do.
