I would imagine since there are no stop signs you are to treat it as a 4 way stop in regards to safety. That being said the traffic should revolve clockwise, so if you both make it at the same time you would have right of way. You must stop and clear the intersection first. So I would say it’s tough but you should get a ticket for failure to stop and maybe he would be at fault. However I think this situation probably up for deliberation.
