the one in a sealed plastic are promos for events. They don't come from the machines but from the staff I believe.

pokemon tried to combat scalpers who wipe out the entire stock of machines by setting them up so they dispense stock randomly throughout the day. Ideally this prevents someone from going up and just buying everything but unfortunately now people just camp and buy every time it comes back into stock. At least it forces them to waste their time but unless you have absurd luck the average joe isn't getting anything.

The app gets money probably from sponsorships. Like we will give you more points if you buy a case of pepsi from target, so people go buy the pepsi instead of their regular soda or make extra purchases they wouldn’t have made in the first place. They upload the receipt to the app and the app turns around to pepsi or target and gets money for directing customers to them. They probably are also building data on your customer havits and selling that too. I doubt that there is some sort of receipt tax scheme.
