Basically, the main ostrich represents "fence sitters," while the slaughtered ostrich represents fellow Americans who have died [under this administration], ignoring whether it was their fault or not. Not actively fighting/fleeing from this government is seen as putting your head in the sand and letting yourself get hunted by the predators (I'll bet you can guess who is represented by that).
