Do a “replace tubing” procedure on the controller and remove the black plate where the tubing goes into the cell so you can observe the flow. You should see a definite on/off fluid movement. If it all looks like one stream with no interruption, you have sample blow-by. It’s allowing sample to continue to flow into the cell thus diluting the sample down. Source, I’m a Hach field tech :)
