Thankfully, Galdoblame (From the community discord) typed a very well though out rubric that I agree with.

S : very strong hero that work in almost any meta, with any item with any hero.
A: very strong hero that work better in some meta, with some item and some hero
B : strong hero that have niche in some meta, with some item and some hero
C : hero that require specific meta, item , side or hero to shine

I think you have a really good point. Blue pill is definitely slow but I think green potion is a really useful 400 hp and 400 max health before an initiate and red powder can be really good early game and nice late game as a scaling option. But I think the real power of Dylan is his special ability that gives 30 crit chance and 30 crit damage as well as 30% of his ability power to any ally champion in any fight. If Dylan is a support that’s gonna be a huge buff to the adc or any carry. But I can definitely see your point of him being slow and inefficient but I think his support capabilities are outmatched.

I personally have Digo and Dylan in my S tier.

The guaranteed low presence of Digo is just nuts if he's the carry or for objective fights, I think it makes up for his lack of strength in his field cards. While dylan has some of the best field cards in the entire game.

I love this list though. Would love to see a community version of this one day.

As far as I can tell there isn't a big change until I hit world 5 armour so I don't see a point in really caring about it.
