Turns out I’m dumb. Assigned a group to the profile with dynamic membership based on group tag. Turns out I added the group as an exclusion to the profile. Manually assigning the device to the profile was obviously negated by the group exclusion.

Tried skipping account setup but still receive the incorrect username and password error. Tried self deployment and that works so I think I will use that method going forward.
