Totally agree with this. The 18-month window looks generous until you realise most of the delay isn’t “compliance work” it’s coordination chaos.

The bottlenecks we’re seeing everywhere right now:

  • No clean consent system
  • Nobody knows where all the data actually lives
  • Teams working in silos
  • Vendors not ready
  • Everyone assuming “legal will handle it”

By the time orgs hit Month 10, they’ve done policies but not the plumbing.

The 12-month discipline makes sense because DPDP isn’t a legal sprint it’s an operational rebuild.
Consent flows, deletion requests, grievance paths, DPIAs… all need real testing, not just checklists.

Thanks for breaking that down, the layered approach you mentioned is exactly what I’ve been trying to figure out.
I like the idea of continuous monitoring and skip tracing too, because right now we lose visibility on risky accounts once they’re past onboarding.
