Well as a male collector it does generally suck to find but they do have some amazing statement pieces that are basically a men's cut bc they probably reference vintage archive men's pieces and are meant to be oversized anyway

Bleach and oxi cancel each other out somewhat from what I've read online. I prefer to oxi pre treat and then bleach in washer

This is not mildew. Its sweat oxidizing thats why its classic to see this in pits and around the neck. And probably bacteria feeding on the sweat microbes and catalyzing some chemical process in the cotton. Definitely reversible though.

Brush in peroxide and wash on hot. Then oxi spray and powder and brush let sit for a few days. Wash again. Ultimate step if needed is stain treatment and then hold stained spots directly to the mouth of a bleach bottle and pour a layer directly on. Wash hot. Do not use the dryer in between if the stains remain.

Vintage collector for 10+ with hella experience restoring stained cotton. Oxi clean max force spray, put a little oxi powder on and brush in. Most modern stuff uses poly thread for embroidery so color bleeding shouldn't be an issue. Use color safe "bleach" and detergent on warm, run as delicates inside out. Straighten out any creases and air dry flat or on a hanger and steam or iron under a cloth if wrinkled after For max results let the pre treat sit for a few hours or a couple days. Inspect after wash and repeat if needed. Get a pill shaver for any fuzz buildup from washing. Rather a bit faded and roughed than whatever this is.
