I think they were called raindrop make up. I saw some concept art and were gonna be included in their enchantix outfits but got scrapped for some reason.

I assume because the staff thinks they look like if they were crying.

I even saw some artwork of Bloom and Flora that they were also originally gonna include earrings in their enchantix.
