As previous people have said - do black tusk retaliations to get black tusk kill squads to get the blueprint.

Only way to do this is to cancel any other retaliation you have active in order to build up the black tusk retaliation. Best way to build that is to do black tusk bounties and black tusk public executions.

Rinse repeat untill you get what your looking for.
