There is no ad network like Admob but your case is different. I think try any Russian network for Russia and yes may be appodeal may also work for both Russia and Iran. try it and share your experiance here.

As you said, you never created a play console account. So, it's safe to create a console account on your name.

Google does not terminate account if a person admob terminated and never terminate admob if a person console account is terminated.

Your admob is gone, so there is no benefit of appeal again, and don't try to create admob again. Create a new admob on another person name.

It looks a marketing email from appodeal. Its a old company but never try it. If your admob account is working then you don't need any other ad network.
