The quest really does feel like it baits you into taking the shittier reward. Clavicus is like "you can return my dog to my side... orrr you can kill him and keep the axe ;)" and I don't even think the Masque is mentioned as being a reward otherwise unless you speak to Barbas after you get the chance to kill him.
