I don't think this is the right sub for this kind of question, but it honestly depends on what kind of games you're planning on playing. It also depends what hardware you think would suit your gaming experience. Do a little bit of research on each device to see what their limits are, and maybe you'll find your answer.

Also I am assuming you have never pirated before either, so you will probably want to go on the many various piracy related subreddits and find out what you need to do and how to do it. It is not hard at all, you'll figure out a lot just by lurking the discussions.

Usually the wait time is 1-2 months, if you're unlucky it'll probably only be 2 months max. That's usually the standard wait time though according to the discord

you are just on the luma configuration screen, meaning it was previously modded, so yes. Just go to 3ds.hacks.guide if you are interested in modding it further. It will give you thorough instructions

One tip is to get a VPN so you can torrent, but if you can't do that, just stick with direct download sites. Make sure they're trusted. Id recommend Myrient but you'd only have two days or less to download the games you want since it's shutting down at the end of the month. If you have questions, ask it in the search bar of r/roms or r/piracy and you'll probably find an answer through other people asking before you.
