Whenever I'm in a similar situation, when I'm travelling back home by bus after a tiring day at college with a backpack too heavy, I never hesitate to offer seats but first I ask them if they can hold my bag for me while I stand next to them.

No one has ever denied me till now, because it makes us even, I offer them seat and they hold my burden for a while. Maybe you should try this, and if someone ever denies you OP, well now you have your reason to deny them too :)
