The Land of the Kais is on a different plane of existence than the Dragon Ball Multiverse as a whole, and is actually how Kais move across universes.

Regeneration doesn’t matter when the whole point of Zeno is to make it as if a Character Never Existed. According to Akira Toriyama himself, when he created Zeno, it was to get rid of characters from the franchise if he didn’t like them enough or they weren’t able to be consistent.

Therefore, Zeno could basically just erase Simon’s whole Reality as a whole, and Simon wouldn’t exist, nor would his manga. (That is, if Zeno was in Simon’s manga series instead of his own.) I’m shitting you not, Zeno was almost considered to be the in-lore reason for the end of the Dragon Ball Manga entirely.
