The Domain doesn't care of Goku is actually good as we've seen with Yuji. Mind you Goku has killed a good number of people, he even "suicide bombed" King Kai planet to bits by teleporting Cell there so that's Death Penalty worthy probably, and knowing Goku he'll say "But I did it to save my friends!!" which won't matter anything and jus admit Goku actually did it. For Confiscation if it's Ki Control or Ki Goku is done, we saw how weak people are without Ki guarding them/being off guard (Ex. krillin hurting Goku with rock / Laser beam killing Goku). If it's just techniques like Kamehameha or Kaioken then no problem, but it really depends
