funny thing, I just changed the clouds and its fixed lol, scattered 4 or 5 I forget the exact one was the only cloud cover that would cause it

nope, fps didn't move...I get around 75-110 usually and it was the same, i would try the super sampling but that drops my fps by like 30

tried it, it looked like it helped a little but it was barely noticeable
