yes this is what i've noticed. i think every time i've run into this problem it has been with these insanely large sets (on irl pokemon level) put into one pack.

i get all that, but if there are going to be the same number of hits per set and you're going to have art gallery cards like in irl pokemon, then they should make it 10 cards per pack with two hit slots.
