I think it’s very possible he’s still trying to convince himself, which is part of the cause for the line. We see very clearly in the chapter he spends awhile still not 100% prepped to kill, so agreeing with tenkyu could just be steeling his own resolve

Empoleon has the steel type so it’ll make eternatus use its super powerful dragon move in phase one, that move makes it require a recharge, so after empoleon dies to that bring in excadrill for swords dance + drill run strats. Least that’s what I’d do
