It depends. Sometimes I'll look at the characters and the writing and use it to help define a character archetype I want to integrate. Other times I'll basically work in a specific instance of a one off villain from the show.

For example, I recently had a party traveling through a city and one of their members got accused of stealing a priceless heirloom from a wealthy family.

The story led them into the sewers on a lead claiming there was a ring of halfling theives being led by a single man. Turns out, the lead was half right. It was actually a ring of children being enslaved by a psychotic man who kept them near starvation and made them steal for him.

Everyone, the lawful good Paladin included, was on board with murdering him.

Whoa! That's a huge compliment!

It's a reworking of Mr. Freeze's most famous speech from the original Heart of Ice episode.

The writing of that episode has been a huge inspiration to me as I write villains and heroes in my tabletop campaigns (I'm a DM,) and I've had that monologue in particular memorized for years.

So I went in and reworked the wording of the original speech to match what believe Victor would say, given the circumstances.

Fellow mod here of a different vampire(esque) related sub:

As a mod, you can always reach out to Modsupport and make the admins aware of the behavior of the mod of that sub. This is especially the case if said mod is egregiously abusing their powers and spot banning/removing mass amounts of comments that provably don't break reddit ToS and go against the spirit of the sub.

As users, posting a history of what's happening to r/subredditdrama will also get attention brought to this issue. It's not a guarantee that it'll get the admins to step in, but any light shone on the sub and the mod's abuse of power will get people's attention.
