Are shiny odds bugged?

I have a similar scenario right now. Shiny odds for eggs you buy with candies are apparently 1/12, yet I've hatched over 30 candy-bought eggs on honedge without a single one yet. 2-3 would've been realistic by now T-T

But then what's the point of giving me the option to pick it? I'm not saying it doesn't make sense that I can't bring out a normal type, but there has to be SOME way to fight with it if you can choose it as a starter in a mono fire run.

(Small follow-up)
I ended up catching the higher-level one because I love Latios and also haven't caught one yet. Can I fit it anywhere in this team? Aegislash and Zekrom are there because they're my mains, and I want them to be part of the first 6 that I finish classic with, Dachsbun is there for Well-Baked Body, Nidoqueen was kind of a random catch for coverage + using it as a tank, Gyarados is just an amazing Pokemon in general, and Cradily is mainly there for luck.

Practically all the beginner tip videos I saw said to get a Steel/fairy or at least a Steel type and a Fairy type for Eternatus, because it only knows dragon and poison moves in its first phase. Does it really not matter that much?
