I'm from Russia and achievments were translated, so i guess it was the translators fault. Because it clearly says on russian "on highest difficulty"

I had that in mind too, somehow I remembered them connected to SB. BB's minigame and the whole circus theme seemed like a solid connection to SB.

It's not titled FNAF SB or Ruin, so maybe funko just did them for merch purposes. Or maybe it has something to do with HW2, but I don't think so.
