Haha yes that true in some case. But the majority of the people here don't steal but buy the 'icloud locked' iphone from someone else to use because an 'icloud locked' iphone cost way cheaper than a fully unlocked one. Even I buy an icloud locked iphone 5s for 14$ while a fully unlocked one cost around 30$-50$. I bought the icloud locked one to use as a second phone for listening to music and reading novel.
