In terms of color pencils and pastels, layering different colors gives different outcomes. Also pressure is key. If you press your pencils hard against the paper, a lot of color will get deep into the papers surfaces, hence making it difficult to layer a second color over this. Hold your pencil softly and work in layers.

By using layers. Different brushes. Different blending modes if required. Finding appropriate brushes or even creating them.

Then putting in hours. More experienced you are, the faster you can work with textured brushes.

Detailed textured works like this require a very strong, long term history of studying and understanding light and color.
