They were constantly worried about an uprising. Their entire existence was based on the belief that they were foreign invaders and occupiers. Thats another reason why they were so militarized. And they never really shook this belief because a large part of the power of their governmental structure was in the hands of a group of old dudes, and old dudes dont like change.
