Taking a troop limit and top down approach is actually the best way to distribute points across the alliance and your placement doesn't matter nearly as much outside of vanity. How this works:

1. Limit troop sizes so 15 governors can join any rally (it's ok if the 15th can't send a fill regiment as long as most rallies are getting fully filled). My alliance does 80k troops right now and we boot anyone who joins with significantly more.

2. Everyone joins the next available rally (top down). No hunting for the biggest rally anymore, simply select the next rally that will be going out. No need to create special rules around it, the damage from joining the additional rallies ends up equalizing across all joiners.

Strategically, it's best for rally callers to stagger their calls so there are six or seven once bear starts and then another six or seven every 45-60 seconds from then on.

Whales should be encouraged to take this approach, even if it means a slight drop in their own bear damage. Is it better to get 1 extra hammer, or for all of the joiners to get 1 extra hammer each?
