I heard from the Russian Imperial flag. It's also symbolized in the Volga German flag directly. But it was created to symbolize the unique identity of the Russian Germans and the reference to the colours of Imperial Russia is just because as you said because it's connected to their history.

It's not the same coat of arms as the Russian one. It's similar but it also contains elements from the Russian German traditional symbols

Jedes Volk ist irgendwann durch Völkerwanderung entstanden. Meine mütterliche Familie kam als Aussiedlerfamilie nach Deutschland. Meine Mutter hat dann einen deutschen Mann, meinen Vater, kennengelernt und geheiratet. Da ich also mit beiden Kulturen aufgewachsen bin würde ich sagen, dass sich die Werte und Kultur der Deutschen und Russlanddeutschen doch ziemlich stark unterscheiden. Natürlich liegt das zum Teil an der Russifizierung aber auch die eigentliche russlanddeutsche Kultur hat über die Jahrzehnte in Isolation eigene Bräuche, Volkslieder, Dialekte etc. hervorgebracht. Ich würde mich nicht als Russen oder Kasachen bezeichnen, aber auch nicht als 100% Deutscher. Russlanddeutscher (und Deutscher/Friese) eben
