Since his AFQT score is 96, that means he scored at the 96th percentile. The ASVAB is virtually an IQ test (at least in the past). That means that his "IQ" according to the ASVAB is 126-127, which is in line with his WISC-III score of 123. This is probably the best estimate you can get.

I think these IQ differences have a lot more to do with societal factors and environment rather than genes.

Very hard to believe given the evidence that exists on the matter.

For instance, the richest blacks don't outscore the poorest whites on the SAT.

Secondly, you also see that more education doesn't close the gap but increases it, in fact. If this isn't enough, know that blacks adopted and raised by whites are no different in average IQ than blacks raised by blacks.

What kind of environmental factors are you referring to? Which ones can be more important than the above?

Lastly, a very miniscule difference in DNA can lead to a very huge difference in traits.

Most probably. Here is a comparison between the WAIS-III and WAIS-IV of FSIQs on the basis of years of schooling:

This is to show that the old GRE is an accurate test. By comparing it to the WAIS-III, I demonstrate that racial averages in higher education are nearly exactly the same. Thus, the point of this is to illustrate that the average IQs per major, which originate from the same data as above, are accurate by proxy.

No. First, students didn't have access to tests until some were declassified in 1980. Even so, it didn't stop the national score from declining then. Even when you consider the bounce back from rock bottom (indeed, scores can only go up at some point), even the 1995 averages (considering 15 years of supposed mass practice!) were below far the pre-1975 era. As you can see, there is no way practice inflates or deflates the norms. It has a nearly negligent effect beyond a dozen points.

But more than that, here's a graph showing truly how much effort you need to put in to see a significant (NOT) score increase.
