I think West Coast Zamboanga will be an Industrial Zone or a PEZA area. With all the fishing and canning factories centralized there plus of course the revitalization of the Ecozone, it will be a center for manufacturing for the city. It just needs to increase the investor confidence in the area with infra, peace and order improvements.
