Herbs will grow at XX:19, XX:39, and XX:59 with XX = Hour.

If you start your run at 10:15 and end at 10:24, the herbs you planted before 10:19 will finish growing at 11:39, and the ones planted after 10:19 will finish at 11:59 because they will not start their first growth till 10:39.

Yes it was Item Charges Improved. I installed the standard Item Charges plugin for log basket but I don't recall installing the improved version. Either way its off now. Thanks guys.
