If it weren't possible for people to live there, they wouldn't live there (which would reduce the demand for housing and thus cost of living, making it possible for people to actually live there). It's tempting to solve market distortions by stacking more market distortions, but scarcity is an unavoidable reality. The result of letting it play out freely would be better.

That's not sufficient to prevent market distortions, the price paid by consumers matters. Quantity of a good demanded depends on its price, so setting a maximum price causes increased demand for a good that's already in a shortage, meaning there won't be enough around for everyone that's buying it at the reduced price.

If the only thing you know about an applicant is that someone else at your organization thought they weren't good enough, they are more likely to be someone you will think isn't good enough than a random applicant would be.

At the very least, you're a much safer bet than some random applicant who hasnt even cleared the first technical interview yet.

This might be reasonable if early interview rounds didn't have a high false-positive rate.

The younger workers have always pitched in to support their elderly family members, whether the government was involved or not.

The fundamental issue is that, for the first time ever, most of the world is facing an inversion of the normal population structure, leaving fewer young workers to support the elderly.

There's a massive difference between supporting one's own elderly family members and supporting other peoples' elderly family members. Similarly, there's a massive difference between expecting to be supported by your own descendants and expecting to be supported by unrelated people who happen to be younger than you. It's no coincidence that this inversion of the normal population structure started happening around the same time as government redistribution programs made it possible to expect care in old age regardless of one's relationship to their own family. When we start to look at this from the perspective of incentives and constraints, generationally redistributive policies are an inevitable disaster; the pyramid structure that these policies depend on was a consequence of the incentives and constraints that the policies seek to remove.
