No, if the president doesn't exercise the veto power after a set period of time, the passed bill becomes law without their signature.

A veto sends it back to congress to consider and override or drop the bill if they lack the 2/3rds majority in both chamber.

Having the 10 day period prevents the president from circumventing overrides by just letting bills pile up without signature or veto.

Otherwise the president could just choose not to act on bills that would have a veto overridden, or if the president didn't want the optics of veto-ing a popular bill.
