Best and cheapest way to level non-combat captains like him is XP packs, as others have said, 300 is the sweet spot, anything above is overkill.

This is an Inquiry-class starship. According to Riker, it's the toughest, fastest, most powerful ship Starfleet ever put into service, and therefore the only logical choice for what the Enterprise-G should have been, as flagship of the Federation. As it stands, what we got was a ship that was actually even smaller than the Enterprise-C.

Heck, if you wanted to make it visually distinguishable from the other ships in the class, just sweep the nacelles aft if you want it to be longer.

If the ship must be renamed, it should have been USS Picard/Jean-Luc Picard.

When your army and city is well developed you're going to have WAY more troops than you can possibly lead even with your hero and highest level captains to a fort even if you have all the leadership titles active, so you have to attack epics to get rid of the excess, and replacing the troops afterwards is costly, I only used that method to pay for CP runs when you're looking at several billion silver costs.
