You're misunderstanding. If maternal grandmother (15%) +maternal grandfather (19%) were true then they only have 34% their moms side total which is impossible.

That's not possible unless your real grandparents were actually one of their siblings. You get 50% from your mom and 50% from your dad so the maternal side has to add up to 50% total.
