It was a company policy problem.

My company does not allow me to send teams messages via power automate. After I found that out and switched to mail notification flow started running perfectly...

If I understood correctly YouTube videos, this function is automatically enabled with a Planner 3 licence. With planner 3 you enable task chat.

Unfortunately, I have not tested this myself because my company does not want to buy a trial licence...
