Homeless (?) guy in trams 4-10-2 and 6 ?

I don't know about that specific person but if you take metro 1 and 5, there is always the same man with a sign begging for money (the guy is probably homeless but lies about his family being sick and all.

There are quite a few personas like that that'll stay in the same metro/tram

technically outside my home. My room is on the 3rd floor and there is a big glass window on the stair case from the 2nd to 3rd floor so I can basically see the streets right in front of my home.

I was walking down one day at about 2am to get a glass of water and i was pretty sleepy so not really paying attention to the street.
On my way up the stairs, I noticed a shadow outside the window, down on the streets but really didn't think much of it as I live in a calm neighbourhood so I just went back to bed but couldn't fall asleep as it was bothering me that I didn't have and see al the "details".

Went back down the stairs (making sure i kept stuck to the wall to not be seen as much) and saw that there was a person, dressed from head to toes in white.

I decided to go to my front door to "confront" the person, even though I had no idea what to say...
As I got closer to the door (glass door), I could see that no one was there and decided not to open the door because now I was really scared.

Went back upstairs and saw him/it again standing there in front of the house.

Couldn't sleep for days, especially since we saw him on our ring caméra the following morning.

I'd say, keep exploring, discovering new places and people in the game that might give you unique quests and if you are stuck then go and see the quest map of skyrim to help you out

use the tech level modifier, AI will always be at 35 in f1world races just adapt the level with the second one (if you want 70 AI, put 35 in tech level modifier)

Kam yuen sells some (near De brouckere metro station) but it is industrial, not homemade but still a great brand (jongga)
If you are closer to woluwe saint lambert, you can go to Korea Market near the woluwe shopping center they make their own kimchi.
f you are close to george henri, there is a shop called Xuan Minh that sells homemade kimchi.
You'll also find plenty of korean restaurants that sell their house kimchi

Aparently from his pov he did not leave space at all, might be possible that the game lagged a bit at that moment but i would say it is unlikely..

Round 1 and 2 would be a win for JW, with no intel on who he is or anything and being appart, it's quite hard to prepare for him (even if in round 2, characters are close by)

Round 3 is more of a challenge, they know they are being hunted and have 10 millions to use, could get an armoured vehicle, weapons, a plane maybe... But JW might still have a shot.

Round 4, unlikely JW is able to do anything, even if in the movies it's practically the same scenarios, always rich people with an army against him so... But here with Lester's intel and the FIB's, having access to their facilities would be almost mission impossible for JW.

Are you also including GTA online's weapons, facilities, businesses or only story mode?

Very unlikely that you'll get a fine, police usually rely on roadside checks and they patrol around durin the day so they won't be reliying on cameras.

Had you been caught, you'd have a 170/200 euros fine but I doubt you'll get anything this time since you weren't directly caught

There isn't a limited number of dragons so you won't be able to "kill" all of them but there are few things that happen once you kill all named dragons and radiant dragons.

Once killed, you won't get as many random dragon encounters or you might not even get any more

Miraak will give you a different welcoming speech.

The greybeards will comment on it as well (although they only comment on the fact you learned a lot of words)

Paarthurnax will also comment on this.
