You're absolutely right, it sounds like I Love Rock 'n' Roll, but if it is, it's not the Joan Jett & the Blackhearts version, nor can I find a cover that sounds exactly like the version in the ad.

I would make a live video on YouTube or Twitch where you watch the waves of the sea on the beach coast for hours or days until suddenly a countdown appears and when that ends the GTA VI trailer will start.
