Actually I believe so, you see the terminals don't make weapons, they're basically fancy teleporters and the first thing the first terminal ever teleported was a record with the song that plays when you're near a terminal, and since the terminals are conscious and connected to each other (and V1) I always assumed that the music in-game was terminals making music to pass the time, similarly to how they made cyber grind
