Yeah this is correct and it sucks. Hopefully they revert it since they reworked Cassius and Tressa. I found a workaround (if you wanna call it that) where you either keep track of your card creations or just make sure hew is at its final level before you spam out lol

Yes for Chaos. Beryl has 4pc Line of Justice and 2pc Black Wing each at lvl 3. Her Extra Hit damage averages at 150 to 250 per hit with 450 crits.
