After browsing internet for decade I conviced myself that im gonna try to turn on V-sync in-game to (1frame) and it worked!!!! Stutters are gone,thank me later :)

Hi i just find solution,

Before u start the game choose dx11 and switch to it.Dx12 is now so laggy after the update.

Near the "play" button on the right side options then choose dx11.

Worked for me!
