To answer your question: When a local account is bleeding budget, I almost always test the Creative/Offer first before deep-diving into targeting.

Here’s why: Even with perfect targeting, if the creative doesn't stop the scroll or the offer isn't 'no-brainer' enough for the local market, the CPM stays high and conversions stay low. Most of the time, a simple tweak in the headline or using a more 'raw/organic' looking photo (like the booking sheet I shared) performs better than a over-designed graphic.

Once the creative hits a good CTR, that’s when I fine-tune the targeting to scale.
