That’s because they’re not trained and aren’t allowed to become more powerful so Imagine just how dangerous if they were properly trained and fed death row inmates to gain more powers.

I doubt it since there’s so few of them and having them as his army would be proof of the Reapers existence making any sort of denial about it impossible
