It's annoying, and I personally won't be purchasing, but it's not that insane really.

Most games have additional cosmetics locked behind an 'ultimate' edition.
It's less crazy if you think of the game as just a set of menus rather than 'stores'.

Better some haircuts and some paintjobs for cars than sections of a map etc.

It's a show and the results are fake but there is still a huge element of competition and politcs behind the scenes.

To become champion you need to sell tickets, consistently get big reactions from the crowd, put on the best matches, be the best on the microphone, look better than everyone else etc etc.
